Regulatory oversight to ensure a safe, secure, and resilient civil aviation system in Solomon Islands

Overview

The Civil Aviation Authority of Solomon Islands (CAASI) is legally mandated to promote and regulate aviation security in compliance with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). In fulfilling this mandate, Solomon Islands has implemented a State Safety Programme with specific focus on Aviation Security Oversight.

CAASI’s Aviation Security Services ensure that all aviation security activities within the State are conducted safely, securely, and efficiently, contributing to sustainable air transport and public confidence in the national aviation system.

  • National Civil Aviation Security Quality Control Programme (NCASQCP)
  • National Civil Aviation Security Training Programme (NCASTP)
  • Civil Aviation Rules (CAR) Parts 140, 108, 109, and 139

Core Functions and Responsibilities

  • Regulatory oversight and certification of aviation security service providers
  • Implementation of aviation security quality control measures
  • Conduct of security audits, inspections, and surveillance activities
  • Assessment of compliance with ICAO SARPs and national security programmes
  • Identification and management of aviation security risks
  • Support for continuous improvement of aviation security standards

Quality Assurance and Compliance

CAASI implements structured quality control measures, including Quality Assurance Audits and Inspections, to assess the effectiveness of the State’s Civil Aviation Security System.

These activities are designed to identify non-compliance with regulatory requirements and the National Civil Aviation Security Programme, ensuring timely corrective actions and continuous improvement.
